Brief Biography
Over the past four and a half years, Until April 2025
I served as the Head of the
National Emergency Management Authority (NEMA) at
the Ministry of Defense, reporting directly to the Minister of Defense.
The NEMA is the authorized institution responsible for preparing the civilian sector for emergencies and ensuring continuity of essential services at the national level.
NEMA is the coordinator for emergency preparedness across government ministries and designated authorities in Israel.
In my role, I also chaired the Inter-Ministerial Steering Committee for Israel’s preparedness for earthquakes.
Before, I Served in the Israel Defense Forces (IDF) for 33 years (I was discharged from service in 2020) in various command and staff positions. Founded the on-duty Search and Rescue Brigade in the Home Front Command, serving as its first brigade commander.
My last role in the IDF was as Chief of Staff of the Home Front Command, The command that is responsible for preparing the country’s citizens for emergency events, including guiding citizens in all emergency situations, training local authorities for emergencies, and is responsible for the. national early warning system. and from which I retired with the rank of Brigadier General.
I Holding two master’s degrees in National Security and Public Policy from the University of Haifa and University of Tel Aviv,
as well as a bachelor’s degree in Political Science from the Hebrew University of Jerusalem.
